The New Order
The New Order had humble beginnings, a radical splinter cell of the Purifiers that gained political power, Senator Kelly's legacy to humankind. When this splinter cell became aware of the growing fear and distrust in mutants by the general population, the last straw, for New York it seemed was the destruction of the Statue of Liberty, not only the statue but half of Manhattan as well, they funded a political campaign that saw their most charismatic member run for President. Upon success, one of his first acts was to create a new police branch, this "New Order" was given authority and special trainings to aid in the protection of humans from mutant on human crime, and the destruction of city property.
With the new controlled mutant operation in effect the New Order have power with police, military, government, and even low class mobsters. The New Order even have a few “controlled” mutants on their pay roll, those who have joined out of their own free will, and others who have been persuaded
New Order has gained a bad reputation in the past few years, seemingly because it 'forces' mutants to join, their motto when it comes to Mutantkind being “We will give you an offer you can't refuse", a stark contrast to their message to humankind “A safer tomorrow, today!”. With the southern states, particularly Louisiana splitting off from the American Government, the New Order is ruling more and more with an iron fist in the states it does control.

S.H.I.E.L.D
S.H.I.E.L.D. (Supreme Headquarters International Espionage Law-enforcement Division) is an extra-government intelligence and security organization dedicated to protecting the nations and peoples of Earth from all threats, terrestrial or extraterrestrial. S.H.I.E.L.D.’s Supreme Headquarters is the huge mobile Helicarrier, but there are also regional offices in all the major cities of the free world and several secret bases in Communist countries. Although most of S.H.I.E.L.D.’s operations are covert, the organization’s existence is known to general public. S.H.I.E.L.D. even maintains public offices in several cities. Only a few of the several thousand S.H.I.E.L.D. operatives active throughout the world are known, the most active of these is in Canada.
In the wake of Colonel Nicholas Fury's "Secret War" the position of director was passed to Maria Hill and later she has passed the role to Tony Stark (Iron Man), who is the current director of this faction. S.H.I.E.L.D are an elite group, and their recruitment reflects this, with a roster boasting the likes of Wolverine and X-23, be prepared for a vigorous interview and your skills scrutinized.

The Resistance
This seemingly rag-tag group of mutants are actually the authority in the southern states, with the Assassins and Thieves guilds both backing them on their war on oppression. Though their base is not what you would expect from soldiers in training, neither was the Xavier mansion, and like the X-Mansion the Resistance Manor has a few tricks up its sleeves.
The southern states under their control, known as 'Louisiana Territory' is a safe haven for mutants, but in doing so, have openly declared war on the US government, but not on humankind. The children of the former X-Men may not seem like much on the surface, but underneath they hold the same ideals their parents did, and are just as deadly. Their home is secretive, but they open their doors for any and every mutant who wishes to join.
